The National Complaints Day they mention, which seems to have been completely unreported at the time in the media, was on Friday August 13th.

Hardly to be taken seriously, I think. Not so much Whitehall as F***All, if I may say so on a polite blog :0))

Further, if the deadline hadn't been Friday 13th, I would have assumed that this was an April 1st joke.
