In May 2006, a report commissioned by British Gas showed that housing in Uttlesford produced the highest average carbon emissions in the country at 8,092 kg of carbon dioxide per dwelling. In response the council stated "We try and lead by example but there is nothing else we can do to get people to save energy".

None of the above: rather, high energy usage and good health outcomes are both caused by high wealth...
High health makes it easier for you to become wealthy and live in a large house (and perhaps also live to the age where you like the heating up).

JB, D, that's what's known as 'correlation' (albeit both outcomes are correlated with a separate factor, i.e. wealth).
